New York State has already surpassed selling over $1 billion in legal cannabis in 2025, and there are still three months left in the year.

It's becoming increasingly clear that New Yorkers love their cannabis, as New York has already surpassed $1.06 billion in legal cannabis retail sales for 2025, according to the New York State Office of Cannabis Management (OCM).

Cannabis Sales Soar in New York

At a recent OCM board meeting, officials displayed stats that show massive growth in New York's regulated cannabis market, that have surpassed one billion in sales already in 2025, according to WTEN.

At the meeting, OCM board members approved adding forty-six more adult-use licenses to certain individuals and entities that have applied for adult-use licenses. The additions bring the state's total to 1,904 adult-use licenses issued according to the OCM.

Cannabis Education Advisory Panel Approved in New York

The OCM also approved a 15-member Cannabis Education Advisory Panel (CEAP), which will lead a statewide group focused on educating New York's youth on cannabis. The panel will be tasked with advising on the development, review, and evaluation of youth and family-oriented cannabis education resources and with recommending best practices and advice on the development of educational materials and campaigns for young people and parents.

It will consist of public health experts, educators, clinicians, researchers, and people with lived experiences.

Felicia A.B. Reid, the acting Executive Director of the OCM, said that by launching the panel, the OCM is taking another step toward ensuring community needs and their perspectives are considered.

“Information is power and education is the heartbeat of progress,” Reid said. “Through CEAP, OCM looks to empower communities to make informed choices and foster a deeper sense of trust in New York’s evolving cannabis industry. With the upcoming rollout of the Seed-to-Sale system and other key initiatives, OCM is in a moment of tremendous growth and innovation.”

New York Adult-use Licenses Get Expiration Date

At the meeting, the OCM also cleared up the confusion surrounding all provisional licenses with different expiration dates by extending all provisional CAURD and provisional adult-use licenses until December 31st, 2026.

New York currently has 464 legal dispensaries.

The OCM will have its next board meeting on Thursday, October 9, 2025, in New York, NY.
